Local Law 10, passed in New York City in 1980 requires owners of building higher than six stories to inspect them once every five years to ensure the facades are structurally safe. Responding to concerns about hazards posted by aging masonry on high-rise buildings, the New York City Council voted unanimously last month to expand the scope of Local Law 10, which mandates the inspection of the facades of buildings taller than six. You can't walk down a Manhattan street these days without passing under one or more sidewalk sheds erected to protect pedestrians.
The primary purpose of Mr. Epstein's testimony was to demonstrate and show the importance of Local Law 11, its value to both Owners and tenants as a safety statute, and how it should be recognized as a critical factor in determining the level at which rents for properties which are subject to rent stabilization should be increased.
