Development Facilitators, Inc. (DFI) was created in 1978 by Raymond E. Streib, a professional engineer (P.E.), after he received requests from a group of private developers in Anne Arundel, Maryland, looking for a civil engineering firm to help facilitate the permit process for their projects. From there the company grew to include top quality project management and inspection services, as well as survey services, to facilitate their development projects. With their office located in Anne Arundel, DFI quickly expanded to serving numerous counties and state agencies within Maryland.
Development Facilitators, Inc. (DFI) partners with the client to enhance services tailored to their needs rather than revolving around an inflexible internal corporate structure. By perfecting services that are needed, DFI has developed a fiscally responsible service that delivers a maximum return on one's investment.
Currently, Development Facilitators, Inc. (DFI) is providing construction management and inspection (CM&I) services and material testing for Phase II of the Broadneck Peninsula Trail project, located in Anne Arundel County, Maryland. DFI provided CM&I services, as well as material testing for Phase I of the project.

Absolutely the most unethical and greedy group of engineers I have ever worked with. After hiring this firm for 3 subdivision projects, so many errors and omissions were made which caused more resubmittals to the county and additional fees for each resubmittal. My advice is to stay clear of this firm unless you enjoy doling out thousands in cash to Candice and Ray each time they add county regs to your site plans (not AACo regs, DFI regs) and you have to resubmit once again for erroneous 'mistakes' and be charged for them. Beware!
