The Texas Tech University Edward E. Whitacre Jr. College of Engineering named Victoria Richards Harkins, Ph. The Distinguished Engineer Award was established during the 1966-1967 academic year to recognize the most outstanding former students of the College of Engineering. The "Hamilton Pool and its Receiving Watershed Restoration Project" was awarded the ACEC Texas Gold Medal/Eminent Conceptor Award and an ACEC National Recognition Award. The project was also awarded the American Society of Civil Engineers Texas Outstanding Civil Engineering Award for 2012.
