Jarvis Downing & Emch is a construction services company located in Wheeling, WV with roots dating back to 1922. JD&E services are offering in multiple states and include Construction Management, Design/Build and general construction in the commercial, institutional, industrial and gas & oil sectors. Our first project, (photos to the right) consisted of demolition of an existing structure and construction of a new structure for the Greer & Laing Hardware Company located on the 15th block of Main Street in Wheeling, WV.

As a Construction Manager, Jarvis Downing & Emch takes a collaborative approach with your project. We ensure the project will be performed in a manner that gives the owner a quality product in a reasonable time frame and in an efficient manner. JD&E utilizes state-of-the-art estimating and construction management software to track all estimating, scheduling, costing, purchase orders, RFI's, submittals and change orders.
With professional, experienced project management and field personnel, JD&E's Civil Division continues to provide on time, quality site development and infrastructure services for the industrial, commercial, oil and gas, municipal, retail and power generation sectors. Many services can be provided through a design/build process which is overseen by a licensed professional engineer such as Value engineering analysis and preconstruction services including site survey and geotechnical evaluation.
JD&E's reputation for quality concrete work is well known. JD&E continues to provide high-quality, on-time concrete foundations to our industrial, commercial and institutional clients. With the introduction of oil and gas in our region, our solid reputation and attention to detail now extends to our oil and gas clients.
