RMTC has been involved in the planning and design of major wastewater facilities throughout Hawaii and the Pacific, including the 82 MGD Sand Island Wastewater Treatment Plant serving metropolitan Honolulu. RMTC's assistance to developers of master planned communities throughout the state has included thousands of acres of planning and entitlements, surveying, design and services during construction.

Services
In 1930, Mr. Roswell M. Towill entered private practice as R. M. Towill Engineer and Surveyor, with the intent of providing surveying and engineering services to government agencies and private clients throughout the Hawaiian Islands. As his practice grew, Mr. Towill added photogrammetry in 1947 to complement his surveying and engineering services.
RMTC's Civil Engineering Department, with its staff of project managers, design engineers, and drafting technicians, is one of the largest and most accomplished in the state of Hawaii. Our experience extends far beyond Hawaii's shores to Guam, Asia, and remote areas of the Pacific. We have provided engineering planning, design, and construction support services to municipal, state, and federal clients as well as our private sector client base of land owners, developers, and other organizations.
RMTC's Environmental Engineering practice was established even before the passage of the Federal Water Pollution Control Act of 1972, later renamed the Clean Water Act. This specialized department concentrates on projects involving water and wastewater conveyance, collection, and treatment, including water resource studies, facilities expansion and upgrade planning, condition assesssments, and design.
RMTC's surveying practice is one of the largest, most experienced, and technologically advanced in the State of Hawai'i. We provide a full range of surveying services, complemented by in-house expertise in photogrammetric mapping, Geographic Information Systems (GIS), and a comprehensive aerial photography library of Hawai'i and the Pacific dating back to 1949. The department staff consists of licensed surveyors with formal training in engineering, as well as extensive field experience.
