In 1960, Gene was the Shelby County, Iowa engineer. He was encouraged, by work colleagues, to buy a consulting engineering firm for $4,000. Even though he thought this was too much money, a friend's mother loaned it to him. Gene started HGM and he was scared to death! Gene, Betty and their three boys moved into a house in Council Bluffs and set up an office in the garage.
Multiple public information meetings, individual meetings, business and land owner meetings were held. There was input through this public meeting process and through the City's website with a dedicated website for this project. The project has been broken into five phases so that each phase can be constructed in any one given construction season.
